2-254: Civilian Considerations

2-254. All operations across the spectrum of warfare must take into account civilian considerations in terms of their presence in the battlefield/operational environment, infrastructure damage, injury to civilians, and so forth. Considering the likely operating environments in which a cordon and search would be conducted, civilian considerations represent a significant planning aspect for the commander. (Refer to ATP 3-06.20 for more information.)
