The planning process is continuous, constantly adapting as the conditions of the operational environment are shaped by activities, both natural and human. Often planning for the next mission begins simultaneously as assessing the previous mission during stability. The leader must be aware of more than the accomplishment of the mission but also the manner in which it was conducted and the sentiment the population had during its execution. The resultant plan must foster flexibility, initiative, and adaptability in the face of unforeseen events.
