2-16. Troop leading procedures are a dynamic process used by small-unit leaders to analyze a mission, develop a plan, and prepare for an operation (ADP 5-0). TLP comprise a sequence of actions helping the leader use available time effectively and efficiently to issue orders and execute an assigned mission.
